Job Description


Under a new project with the International Rescue Committee, Flowminder is engaged in geospatial analysis to help users in Ethiopia, Sudan, South Sudan and Somalia understand where zero dose children (children who have not received routine vaccines) are located and how their access to vaccination programmes can be improved. The inception phase of the project requires the collation and processing of raster and vector layers and georeferenced tabular data that will serve as inputs for analysis. The GIS Technician will support the GIS Team during this phase by sourcing data, converting it into harmonised raster layers and contributing to reports on the availability and quality of this data for each country. The role will suit someone with experience in creating and processing rasters, enthusiasm for devising efficient workflows, and an interest in using GIS to help decision-makers in lower- and middle-income countries.


Duties And Responsibilities


Work closely with GIS staff and scientific personnel, to support the generation of GIS-related analyses for FM projects/programmes.

Locate, extract and quality-check relevant spatial datasets for use in geospatial analysis.

Using appropriate GIS software (QGIS or Arc), convert and harmonise spatial datasets to create a data bank of rasters with identical resolution, extent and alignment.

Document workflows so the provenance of new rasters is easy to understand and so that they can be reproduced if necessary.

(Ideally) automate workflows using PyQGIS or regular Python so scripts can be used to produce rasters for the same metric for each country.

Contribute to reporting explaining raster layer production methods, data quality and any gaps in the data.

Deliver data outputs to project staff, receive feedback and update outputs/analyses as appropriate.

Produce figures, maps and images for dissemination of project outcomes and/or communication of results of FM’s work to different audiences.

Stay up to date on new developments/updates of relevant geospatial datasets for use in FM GIS analysis.

Skills, Experience and Qualifications


Undergraduate/Postgraduate degree with a specialisation in GIS or relevant industry experience (E) Use of GIS software including ArcGIS (ArcMap or ArcGIS Pro) or QGIS (E) Experience with GIS data processing and storage (E) Experience assembling, processing and harmonising GIS raster datasets (E) Experience in cartographic best practices and map production in desktop GIS software (E) Experience in automating the processing of raster datasets using programming such as PyQGIS, Python and/or R(D)


Competencies

Able to plan and prioritise a range of one’s own, and the team’s, standard and non-standard work activities.

Experience in contributing innovative ideas in order to solve technical problems.

Experience in using judgement to find solutions to problems for which no standard procedures exist.

Willingness to learn and use unfamiliar GIS processes or software.

Able to offer proactive advice and guidance on technical processes and procedures to individuals with a range of GIS experience.

Excellent written and verbal communication skills in English Creative Ability to use own initiative
